I was walking through a Walmart up in NH the other day and they gave me a bag. Wasn't necessary, I've got a dozen or so in the trunk of my car, and a few more behind the seat of my truck, and I use them, all the time.
I really don't see why it would present a problem. Someone who moved hives for pollination purposes wouldn't want them (they'd get knocked off loading or unloading from the truck, etc), but for home use I can't think of a good reason why you can't use external handles.

I don't think you're going to find hive bodies here that have external handles - you could always add them yourself, if you really want them.
There is no one 'breed' of bee that's best for you, it depends on your local situation. If possible, find someone local who sells bees and work with...

Rein is my married name, Beau is the first part of my maiden name. I used to go by Annbal, my first name and the first part of my then-married name. I still use that as my main e-mail address, I'd been annbal for so long it would be just too much of a pain to change.
We're going to my brother's house, my SIL is Philippine, she's cooking, and we're eating! She always has a party on New Year's Eve, they live close, so I don't mind driving the five miles to their house. I hate driving around on this night, it's amateur night for far too many out there!
I've heard that argument before and have the same reaction. Inserting genes is far different than crossing with pollens. But to the uneducated that seems a reasonable statement, and that's who they're appealing to with their stupid list, the uneducated masses.
