is there a benefit to opting out of testing, aside from not having to take the tests? (ie, does she get put into different classes that don't teach to the test? or will the quality of her schooling be exactly the same, just with fewer tests?)

do you happen to know any specific ratios? i've been really wanting to make my own feed for my chickens, but any time i try to look up recipes, i either find recipes that are overly complicated and involve 20 different semi-exotic ingredients (flax seed! kelp meal! etc) that i can't grow myself...
i'd guess they either changed their formula then, or "messed up" a batch. honestly, if i were you, i would call purina with the bag's datecode in hand and report this. there have been far too many pet food recalls over the past few years for various reasons. if they say they haven't changed...

cats can literally just stress themselves into a UTI with no other medical reason (and they can hide their stress very well also, so it's not always obvious). surgery and pain during recovery can definitely do it, and males are more susceptible than females. i'm hopeful the meds alone will...
pH change makes sense. i bet it's a simple UTI :)
if you aren't already (and sorry if you already know this), make sure you're using an enzymatic cleaner on his messes, otherwise he might continue to pee out of the box just because he can still smell pee there.
