He probably is of course. I'm going to try him again this week and see how it goes, but he was giving Dad quite a hard time too.

Sounds like he needs to be put in his place. The one that tests me the most is Licorice. Then I have to give her a reminder of where she is in the herd. Once I do that, she settles down.
