Sufficient Life
If I ruled the world-
1) A basic health care plan would be a requirement for all worker's employed full-time or close to full-time. For self, spouse and minor children. There would be many private and, if the states wish to participate, state run plans that would qualify for this requirement. The employer pays half- the employee pays half. The self-employed pay the whole premium.
2) The government would subsidize a public health clinic at every hospital - paying for mass days of health screenings and preventive serivces and routine doctor visits and house calls for physican assistants or nurses if needed. A requirement for hospitals to be certified. Available to all and guaranteeing to accept the basic insurance.
3) All plans, whether state or private, would have to meet minimal requirements to be allowed to be offered to the public. Anything more is a negotiation between employer, union, indiviual and the insurers.
4) The government should make scholarships, grants, loans, etc to those people studing in fields of use to the public before anything else. If you want an MBA or law degree, etc you come lower on the list than nurses, doctors, etc. A method of repaying loans could be service of a number of hours in one of the above mentioned clinic.
5) the various States can purchase these plans for coverage in the indigent with a Federal subsidy or can go on their own without one.
6) Any budgeted money for subsidized health care should include a percentage for validating the programs- checking for fraud and misuse.
7) A part of the National Health Service should engage in constant review of best practices and technologies to be considered every 2-3 years so that the health plans can be changed if need to include them.
8) All participants bear a share of cost for every visit or procedure which can be on a sliding scale. But no freebies for anyone except minor children.
9) All medical care for non-legally admitted persons, or visa admitted should be billed to their home countries insurance if they have it for any members of their popluation.
10) The additional costs to employers of providing health insurance
should be calculated and used to determine tariffs on imports. No emplyer should have to bare the cost of decent benfits to his employees while his competition hires the work done over seas. Or can simply be a tax on importers in general.
Oh-I forgot- no denial for pre-existing contions either.
Most of this is because I believe that a working person is a much better citizen and should be receive the fruits of their work, not milked for those who don't work. But neither do I want children or even fools starving in the streets- I just don't want selfishness and poor judgement to be rewarded as if it was a sacred cow.
