You bring up a thought I've had rolling around for a long time. Why not plant fruit trees in cities? I mean how cool would it be to the residents to have free fruit right from the tree. Maybe I'm just a simpleton, no I am a simpleton.

Yep...fruit trees sound great....BUT...

They need spraying, pruning. The fruit not taken falls and attracts vermin. People climb trees and fall...lawsuit. better they have a controlled orchard, letting gleaners come and take fruits to food banks. Community gardens can work, if a few will help to guide and mentor.
