Add some manure and old bedding, that should get it heated up a bit.
Ditto! Just what I would suggest. Break the composter open if you can, add the manures as you replace the compost material. If it is wet, it is probably frozen. In that case you will have to wait a bit before you can disrupt the compost.

I always poured a can of regular Coca-Cola or RC Cola to kick start the heat. My Jerry Baker book is in the storage unit and the book has a compost kick-starter recipe. *Kicks nearby clod of dirt, and ambles off into the Internet search tools...*

Actually from what I understand, that's good for the compost bin as well.
