Hot pickled peppers

Can you process these in a pressure canner? My "canning" kettle is just too short to cover 2 inches without a mess. Do I need to pressure can or could I use the canner as a waterbath?

You could but they will get mushy. I would really just waterbath them. FWIW I've never been real serious about the 'two inches of water over them' thing and have not died yet, so if you are only a *bit* short on height you are probably ok. Or use smaller jars? Or use a big stockpot as a waterbath canner?

Certainly there is no need to can as long as you are using a proper strength pickling solution as per recipes, same as any other pickles :)
