I work on a bridge. All of our parish bridges have a color over the control panal, to see by. We also have regular lights, but we can't use them when we operating the bridge. It wouldn't be safe. The red or blue allows us to see just enough to write in the boat passing and look at our cables, but still be able to see what is happening outside. We have to be able to see outside for everyone's safety.
I would imagine that if that latern is for a railroad use, the reasons would have been similar. For the same reasons you don't put the lights on inside of your car when you drive. Its more important to see outside than in. Tinted is safer.
