mission viejo, ca chicken law

Mission Viejo, CA. You are allowed up to two chickens, and roosters are not allowed. But city code 9.59.115-1 says no chickens allowed.

Can anyone decipher what this means?

The code clearly states no chickens. Where are you getting the info stating that you can have two hens?
