Soil building over winter

Leaf litter is great for soil building as long is they are not walnut leaves. I don't think I've ever seen such a flat garden space. I would love to get my tiller in that garden dig it up deep and rake up some high rows. What are you doing for excess water dranage?

Nothing. Its sand. We have hot dry summers so its never been an issue. Water retention has always been the thing
