Stuffing with Cattail Fluff?

I am pretty sure most natural materials are flammable. Cotton will burn and so will hemp.

I will try to look for materials that are less flammable to use as the vest material - maybe that will even it out for using flammable stuffing.

It's not that cattail or milkweed fluff are flammable as in "will burn" (same as with cotton); its that they're flammable as in "will go up instantly like a torch if touched by the merest spark".

OK ... It looks like I may be checking into a way to make them less flammable before using them.

I have not given up on a vest just YET!
