At the end of the 1800's the Cuyahoga river was a prime source of water power for businesses in Akron as the river falls through the gorges north of Akron. Akron business leaders were able to lay claim (through the State Govt) to most of the surface water in Portage and Geauga Counties to ensure the water supply. We have beautiful lakes that can't be used because Akron owns the water. You're not allowed to "inhibit the natural flow" of any water in the watershed.

Thank God we have underground streams all through here. My FIL's yard across the street(when they lived there anyway) you could dig down 6 inches in spots and hit water, and he was higher elevation than we are!!!
