A seedling heating pad probable uses about 45 watts or less. In this case solar would work. A single 100 watt panel and a battery would do this. A cold frame is more affordable and practical, or start your seeds indoors with a grow light and seeding mat. I thought you were trying to over winter peppers to get a HUGE head start, like i do. Sorry for the confusion and all the gadget advice!
