cinderblock holes work well for strawberries too :D
I have been debating on putting my strawberries there. I have several still in the containers I purchased them in waiting to be planted somewhere and keep looking at all those empty cinderblock holes thinking; "should I?"

I vote for HECK YES!! I would, just reserve some for your herbs. There look to be plenty of "planting holes" there ;)
