Sounds like you need a nice long talk with the owner and maybe animal control if it happens again! That way you have made the problem known so if he does kill a goat or bite you then the owner can't say they didn't know what was happening. You can probably explain the situation and if they are good neighbors then they will take care of it.

We have an older pack n play already.
I just cannot trust that dog.
If he was "removed" though, they would find another and help him be just as bad.
