Because Americans have used imperial for years! Metric is pretty foreign...at least here! But what do I know? We were actually taught to spell & write 🫨
Metric was designed by the French to be "modern" and efficient. So they took measurements that made sense to a pre-industrial people (inch being the thumb to the first knuckle, foot self explanatory, yard 3 feet or the length of a man's arm, etc.) and said "if you want to be considered intellectual and sophisticated, use our made-up measurements instead."

So they based everything on the yard, called it a meter, and split everything by 10s.

it works very well as a cohesive system since all you need is a 1cm measure and you can get from that and some water the units of weight and volume. 1x1x1cm water is 1gm but is also 1ml.
