So some sort of manual incubator humidifier thingy then?
Nah I'm thinking it's to ad water to a bator without lifting the lid. That's what I'd use it for anyway...but I'm weird so...
BINGO!
Homemade modification tool for just that. It allows for liquid to be added or removed to an incubator w/o opening the lid.
It slips thru the top vent hole-

Homemade but a tool never the less. Necessity is the mother of invention.

So my husband said these were originally designed for moving logs downstream. They rode on top of the logs and used the pikes to break up logjams. A lot of people fell between the logs and died. Happy job huh? Then someone realized they would also work for harvesting ice. He knows them as log pikes.
