As far as the tower goes, check your city ordinances if you are in town. If you live out in the country, check with your local faa on tower regulations in your area. I know it has a lot to do with how close you are to an airport and how tall the tower is. Where I live, the tower has to be over 100' before you have to apply for a tower permit, put a light on it, and paint it contrasting colors(red&white).
I have been wanting to build one for a while, but I am planning on building one out of a 3 phase motor. Basically using the motor housing and coil windings, machine down the rotor and mount some rare earth magnets on it. I actuall have the motor and a little tower (40') already. I just have to get the magnets and the time to make it.
