from my perspective these are all goals worth supporting, but of course some people won't like them. oh well, the proof is in the details of the measures proposed (the specific wording) and then how the state implements those (and the state will certainly drag it's feet if it doesn't agree with them as much as people drag their feet about cleaning up their messes and destruction of the world).
as an example of our own locality for years there wasn't a weekly trash pickup. you would find people piling trash on their property and burning it. for many reasons this is a horrible idea. also people would just take stuff and dump it on other people's property (including ours).
our township passed a trash hauling and also a burning ban for those who were doing that (it still happens at times but at least not often enough i feel like calling anyone to put it out). recent years since this was passed i've not had to call the police about people dumping trash on our property and i'm glad to not have to smell the burning of it several times a week.
