Do you ever see this guy out in the public...maybe in the grocery store, hardware store, or even, dare I say it, in church? If so, I'd approach him when there were many people around and say very loudly, "Hey! We saw you throw that kitten out of your moving truck and into my driveway. Throwing kittens out of a moving truck? Really? How incredibly cruel and dumb can you be?" Then I would turn to those around me and say, "What do YOU all think about someone who would throw a kitten out of a moving vehicle?"

Doing the right thing takes courage and, nowadays, it seems like it always bites you in the bottom...but you will be able to look at yourself in the mirror and know you have the guts to go against the world and stand up. It gets easier each time you do it.
 
I was not saying that you shouldn't confront the jerk; just saying to be prepared for consequences-- especially if down deep he agrees that it was a shameful thing to do because then he will probably retaliate because you made him feel bad.

I couldn't agree with you more about the "total nanny state". It is bad enough as it is.

It's best to take care of it yourself, in a self-sufficient way, without getting the authorities involved.;)
 
I'd be totally pissed and would want to go read him the riot act. BUT, I think what may be better instead is to go over there and say, "I know you've been dumping your unwanted cats in our yard. This has to stop because we can't afford to keep taking care of your animals and finding homes for them. You can spay your female cats and not have to worry about having any more unwanted litters. Would you like the name of my veterinarian/low-cost spay/neuter clinic/animal control?" Then maybe he'll feel bad for doing what he does, and maybe he doesn't realize how EASY it is to have the females spayed so there are no more kittens. That way, if you're nice about it, he won't feel the need to retaliate.

And the reason there is soooooo much abuse nowadays... animal, child, elderly... is because people won't get involved. The guy's not breaking the law in some silly way that warrants looking the other way. If it was me, I'd call AC, the sheriff's department, and confront the guy. But that's just me. And I certainly don't think doing that contributes to a nanny state. Good grief, the government is taking care of that all on their own. They don't need my help.

I guess I have a different opinion on the reasons why there is so much abuse nowadays. I think more people ARE getting involved more than they have in the past, and it hasn't stopped the abuse.

We had this problem 7yrs ago but with roosters. Our neighbour brought 20 young roos and left them in our barn. We saw him from where we were working in our field, caught the roosters and took them back. I told him that someone brought them to us by mistake. They must have been running loose and he was lucky they hadn't been shot, hit by a car or killed by stray dogs. Since the stray dogs were also his I made sure to "comfort" him by telling him that I shoot all strays on my property since they go after my livestock so his roosters would have been safe until we caught them to bring back to him. Never had another problem with his "strays".


When I was a kid in Central Tx we did have someone put 6 starving horses in one of our pastures. The Sheriff handled that one.
 
Abuse is still going on so heavily because the groups who step in go after the wrong people.
