I found out more about the use of rooting hormones. It's one time use to encourage the development of rooting. Once roots nobes form, the hormone if applied again can actually have adverse effects and stunt or completely stop the development of the root system. I found this rather odd, so I did a deep dive and it seems true, although I'm no chemist verify if it is or not.

You can make your rooting hormones. Cut willow branches, a foot or two from the top end. Cut in small pieces and soak in water 3-4 days. Use that water for your rooting solution.
The water should probably be non-treated though, like from a well or spring or pond. I wouldn't expect it to work with chlorine or chloramines treated water. Although it may? Who knows?
