Wow, that recipe sounds like a modern version of fermented peppers!  Should be exactly what I have in my fermenting fridge about now.....awesome!  (Chopped peppers, seeded, sea salt, whey, fermented until a bit sour.....which is what the vinegar does in more modern recipes!)  Cool!
